CDM (탄소배출권)이란?

CDM (Clean Development Mechanism)은 깨끗한 개발 메커니즘이라고도 하며, 1997년에 채택된 교토 의정서의 일환으로 도입된 기후 변화 완화 정책입니다. CDM의 목적은 선진국이 개발도상국에서 이루어지는 온실가스 감축 프로젝트에 투자하거나 기술을 제공함으로써 온실가스를 줄이고, 동시에 개발도상국의 지속 가능한 발전을 돕는 것입니다.

탄소배출권(Carbon Emission Reduction, CER)은 CDM 프로젝트를 통해 온실가스 감축이 이루어졌을 때 발행되는 단위입니다. 1개의 CER는 1톤의 이산화탄소(CO2) 또는 그에 상응하는 온실가스를 감축한 것을 의미합니다. 선진국은 이 CER를 사서 자국의 교토 의정서 하에서 정해진 온실가스 배출량 목표에 부합시킬 수 있습니다.

CDM은 기후 변화 대응을 위한 국제 협력 체계로서, 선진국과 개발도상국 간의 온실가스 감축과 지속 가능한 발전을 촉진하는 역할을 합니다. 이를 통해 선진국은 감축 목표 달성에 도움을 받으며, 개발도상국은 필요한 기술과 자금을 얻어 지속 가능한 성장을 추구할 수 있습니다.
