청정개발체제(Clean Development Mechanism, CDM)이란?

청정개발체제(Clean Development Mechanism, CDM)는 기후변화 협약의 실행규정인 교토의정서(Kyoto Protocol)에서 도입된 시장기반의 기후변화 대책 중 하나입니다. CDM은 개발도상국에서 온실가스 감축 프로젝트를 시행하여 얻은 감축분을 개발도상국이나 선진국이 온실가스 감축을 목표로 하는 투자자에게 판매하는 제도입니다.

이러한 제도를 통해 다음과 같은 목표를 달성하고자 합니다.
1. 개발도상국의 지속가능한 발전을 도모하며, 온실가스 감축기술의 이전 및 확산을 촉진합니다.
2. 선진국이 비용 효율적인 방법으로 자국의 온실가스 감축 목표를 달성할 수 있도록 돕습니다.

CDM 프로젝트의 감축량은 선진국이 교토의정서에서 정한 감축 목표를 달성하는 데 사용될 수 있으며, 개발도상국에는 기후변화 대응 기술과 자금을 지원하게 됩니다. 이렇게 생성된 온실가스 감축분은 인증된 감축량(CER: Certified Emission Reduction)으로 발행되어 교역할 수 있습니다.

 

The Clean Development Mechanism (CDM) is one of the market-based climate change measures introduced in the Kyoto Protocol, the implementing regulation of the United Nations Framework Convention on Climate Change. The CDM is a system that sells emission reductions from greenhouse gas reduction projects in developing countries to investors who aim to reduce greenhouse gas emissions in developing or industrialized countries.

Through these programs, we aim to achieve the following goals
1. promote sustainable development in developing countries and facilitate the transfer and diffusion of GHG reduction technologies.
2. help industrialized countries meet their national GHG reduction targets in a cost-effective way.

Reductions from CDM projects can be used to help industrialized countries meet their Kyoto Protocol targets, while providing developing countries with technology and funding to combat climate change. The GHG reductions generated are issued as Certified Emission Reductions (CERs) and can be traded.
